Let people volunteer to make a donation to the government if they believe in what that government is spending it on.

The IRS isn't a competent administrator of welfare programs. They admitted to $18.2B fraudulent overpayments in FY2022 for EITC alone, making it one of the single most wasteful programs in the entire Federal Govt.
